What is BSS?
BSS Business Support Systems
BSS (Business Support Systems) is the software that runs the commercial side of a telecoms business: product catalogue, ordering, charging, billing, payments, CRM and self-service. It turns a plan into an order, an order into an invoice, and a subscriber into a customer record.

What BSS covers
Six jobs make up a BSS stack. Vendors often sell them separately, which is why a telecoms BSS is frequently several systems joined by integration work.
Product catalogue
Plans, bundles, allowances, add-ons and the rules that govern them.
Ordering
Taking the order, checking eligibility and passing it on to be provisioned.
Charging and billing
Rating usage against the plan, then producing the invoice.
Payments and collections
Taking money, retrying failures and handling dunning.
CRM and care
The customer record, the history and the tools support answers with.
Self-service
The app or portal where a customer changes plan without calling anyone.
BSS and OSS
BSS is the commercial half. OSS (Operations Support Systems) is the technical half: provisioning, activation, inventory and assurance.
A single order crosses both. BSS takes the order and the payment, OSS activates the service, and BSS then bills for what the customer uses. Where the two meet is where most telecoms integration cost lives.
BSS for an MVNO
An MVNO needs a BSS from day one, because it owns the pricing, the billing and the customer relationship even though the host operator runs the network. How much OSS it also runs is what changes between the models.
Branded reseller
The host runs most of the stack. You own the brand, and little of the BSS.
Light MVNO
Your own BSS on the host’s core. Plans, pricing, billing and customer data are yours.
Full MVNO
Your own BSS and most of the OSS, on top of your own core.
What to look for in a BSS
Three questions tell you most of what you need to know. The third is where telco differs from general subscription billing: a mobile plan is usage, entitlement, activation and a device profile, not only a recurring charge.
Can you publish a plan yourself?
Same day, in the product catalogue, without a release window.
Is usage charged in real time?
Or overnight in a batch, which decides what a customer can be told right now.
Is connectivity first class?
Modelled as a mobile plan, or squeezed into a generic subscription object.
